April 18, 2006 7pm
Shogren House
Board Members Present: Barry Bradie, John Rusoff, Robert Jordan, Martha Westgate, Shirley Nacoste, Nana Nash, Judy Kennedy
Other Attendees: Gerda Allen, Richard Glenn, Bert Boehm, DyLynn Robertson, Wayne Medford, Miranda Bateschell, Gary Berger (SEUL)
Introductions 7:00pm
Action: The March minutes are approved.
David Koch and Tim Nacoste, Donald Long Juvenile Detention Center
David is the manager of the center, Tim manages detention services at the center. They came to acquaint themselves with us and vice versa and tell us about the center. There are courtrooms, the juvenile DA, child welfare, and a school program in addition to detention. There are about 125-150 employees there and 100-120 kids in detention in two residential program units. Contrary to popular belief, treatment of young offenders is very successful and recidivism is low.
The facility is busy during the day and evenings too but there might be a way to host meetings there. A group tour is also possible.
Treasury report – Robert: Theresa has been unreachable, the address on our bank accounts is now Robert’s. Current balances roughly $534 checking, $7000 money market.
Land Use report – Barry: The trickle of property owners applying to divide their lots continues. Emilie House, a Providence senior facility, is requesting adjustments to some setbacks that would need to be changed to meet codes since they’re remodeling.
Gary Berger, SEUL Land Use Coordinator: The Station Area Plan project is still in preliminary stages. City planners have sketched out a tentative timeline for citizen involvement. The project probably won’t be fully staffed and running until September.
SEUL Board – Shirley: should the city charter specify that we have a strong mayor? School closures – the board wrote a letter to PPS superintendent Phillips asking for more transparency in decision making. Sent out questionnaires to city council candidates rather than staging a forum. The guest speaker at the last Diversity and Representation Committee meeting was a no-show. Still in the process of reviewing neighborhood by-laws for compliance with the new ONI rules. [We need to follow up on this w/ Bridgette.]
Community Connections – Martha: learning how to be grant recipients, getting to meet w/ others. Decided that catered food is needed, a potluck is inappropriate. The Center Commons event is set for June 17th, the goal is to integrate the diverse populations: seniors, low-income, Somali, market-rate.
Transportation Committee – Martha: The group of Providence employees performing the role of a Transportation Coordinator seems to be working well. The next meeting of the standing committee is May 2nd.
Is it true that Providence has purchased the Moore Lithographic property?
Neighborhood Cleanup
John has secured the parking lot. Checking with the hauler and Metro and Omni Lithograph for flyers. The cleanup is May 20th, the Saturday after the General Meeting.
Incorporation
Robert received a call from the state that we need to fix our incorporation problem. We’ll register as an Oregon non-profit but not a 501(c)(3) which is a federal designation. Donations can be given to SEUL and earmarked for us if a donor needs tax exemption.
Night Out event at Shogren House
National Night Out is August 1. Someone needs to head up the event planning. It’s possible that Chris, the Shogren House staffer, can do much of this work. The event will likely need to be canceled and the grant money forfeited if we don’t have a volunteer (preferably a board member) by the end of the General Meeting next month.
General Meeting
Can we get someone from the Glisan Fred Meyer to discuss the planned remodel? Robert will check with a contact.
Nana will get refreshments, Robert thinks we should have lots of food and beverages.
Newsletter Barry: I’ll email the document to AdMail and charge the estimated postage to my credit card. They’ll send an invoice for the balance.
Adjourned 8:30
Next meeting 5/16/2006
