Minutes were approved from the October and November 2006 meetings.

ANNOUNCEMENTS:

Next Outreach Committee Meeting is February 6, 2007 at Center Commons.
Newsletter will be distributed in late April.
Providence Neighborhood Meeting rescheduled to March 6 from 7 to 8 p.m.
Lisa announced a bike ride/recycling effort to coincide with the Master Plastics Recycle event 2/3/07.
Judy announced the new listing of sex-offender residing in the 62nd & Oregon area.
Marsha plans to attend the ONI sponsored “Organizing the Big/Special Neighborhood Event” workshop 1/30/07.
Robert is drafting a By-law revision (e.g. where we are out of “compliance” and reformatting into the new standard format).
DyLynn proposed holding a CENTER Board retreat to spend more time on creating a plan, reviewing decision-making processes and sharing resources.
COMMITTEES:
Treasurer: John reported that we have $1,500-ish in checking and $5000-ish in the money market account. He has also received monies from the now defunct Glisan Area Business Association, which will be deposited, and yet to be determined how to use.
Land Use & Transportation: Sean reported that neighbors in the area across Burnside from the Penumbra-Kelly development contacted him wanting more information. Sean will plan to attend ONI Workshop in February – “ABC’s Of Land Use.”
DyLynn & Richard Perry will also attend the land use workshop, as they are interested in working toward some kind of plan to address the rapid shift from R-5 to R-1 zoning in the 63rd & Oregon Streets area. Barry suggested that DyLynn contact the Rose City Park neighborhood as they are also facing fast-paced development due to proximity of the MAX station as well as similar “undeveloped” pedestrian walkways and traffic signage. DyLynn and Richard will write letters in support of traffic signs with hope of CENTER Board endorsing the idea specific to the school bus stop at 63rd and Oregon Street.
Charles Mosley of presented an update on the Fred Meyer remodel project, explaining that their requested adjustment for the bottle-return setback and the drive through pharmacy were approved. The fuel station has been “put on the back burner” and is not shown in their site development plan. The remodel will create a “marketplace” type store with expanded food and general merchandise (furniture). Robert will follow-up with discussion regarding a covered bus shelter and trashcan in front of the store on Glisan.
Ken Moholt-Siebert presented an update on the development at the Penumbra-Kelly Building. He has applied for adjustments regarding the setback of the building from the street and an exemption for a loading zone. Center Board approved motion not to protest these adjustments. He also discussed handicap access, exterior fire-escape stairs, underground parking (25 spaces/car-share option?) and aesthetics (colored concrete).
SEUL Liaison: Shirley reports that SEUL wrote a letter in support of a City charter review and shift to a manager overseeing the City bureaus rather than leaving direction in hands of City Commissioners. While 13 grants were funded, many more Neighborhood Small Grants projects were proposed than funding received and SEUL has asked for continued and increased funding for this program from the City in their review/feedback to the City. Shirley emphasized that the grant were scored and funded based on how many people were involved and affected by the projects. Feedback and scoring results for Center’s proposal are available for review at SEUL.
Connections/Outreach: (via Outreach Minutes 1/02/07). Martha requesting support for chairing the Outreach Committee and suggested that the group think of creative ways to carry on with meetings (i.e. rotating the facilitation). Residents of Center Commons talked about the difficulty of getting people involved in activities and problem solving and ideas for addressing concerns (i.e. list of tenant concerns, updated “move-in” information, etc.) will be on the next meeting agenda.
Newsletter: Will plan to hand deliver newsletter to cut costs…several people like the “look” of Montavilla neighborhood’s newsletter. Newsletter will go out late April to announce General Meeting in May.
Annual Clean-Up: Need a new chair for the Clean-Up Committee. Sean expressed interest in this.
Annual Summer Event: Do we want to sponsor a neighborhood wide National Night Out again or support smaller groups of neighbors or ? Be thinking of ideas.
Meeting Adjourned at 8:45 p.m.
