Mike Delman announced he is running for District 3 County Commissioner position.

II.  Old Business:

A.  May Minutes

B.  Fred Meyer Update

-Stairs

-Bicycle Parking

C.  Shogren House

D.  Rosemont Bluff

E.  Eastside Transit Plan

A.  Draft of Minutes from May 15

B.  Matt N. and many other neighbors to the stair near 64th & N.E. Oregon St. concerned about undesirable/unsafe behavior continuing at location despite past efforts of neighbors and C.N.A. to have the issues addressed and/or the stairs removed.  While most concerned folks have been requesting that the stairs be removed (for many years), the discussion now involves more people, and there a group of neighbors who would like to see the stairs improved/moved rather than removed.

Neighbors also concerned about general safety and illegal behaviors occurring in the area and Katherine A. encouraged to report all incidents as well as request extra patrols from S.E. Precinct.

Lisa G. reported on the poorly planned temp. bike parking provided during this Fred Meyer remodel.  DyLynn talked with Fred’s folks and they reassured would be moved to more appropriate location.

April mentioned the noise from construction continues to be a problem outside the noise code.

As Shogren House has not met City Code upgrades, it is likely it will be sold or the land parcel out for development.  Many residents expressed interest in working to save this historic house.

April reported that the next step will be forming a work group to meet with the City parks rep, Louise Schorr.

Robert mentions that we are hoping the East Side Transit planning group will start up again Fall 2007 (includes 6oth MAX).

Approved minutes (all in favor).

C.N.A. will contact new store director to discuss concerns.

Niko L. stated she would help to form a working group to meet with Fred Meyer reps. April and DyLynn expressed interest in creating a good neighbor agreement with Fred Meyer.

Neighbors will continue to report on activities in the area.

C.N.A. will support efforts to maintain the Shogren House as a public use site.

Survey of the site and plans for restoration need to be made.

Contact neighbor Richard Glenn to see if he will still be representing Center in this work group.

Robert will follow-up.

Niko will call people who want to work on the stair issue.

DyLynn will call Fred’s to remind them to place them in a location that is appropriately spaced for all size bikes.

Robert will contact the director and owner to inquire about their plan/intentions.

April will call to arrange meeting.

III. New Business

A.  Meeting Location

B.  National Night Out

C. Board Elections

A.  Shogren House will not be available after 8/07, as it has not passed City Code upgrades.  Discussion of alternative meetings sites included:  S.E. Precinct, Center Commons, Juvenile Justice Center, AFSCME and local churches.

B.  Katherine Anderson, Crime Prevention Coordinator for N.A’s shared info about National Night Out.

DyLynn reports Center Commons residents are planning a picnic for NNO and have drafted a letter requesting funds from C.N.A. to support this.  Robert stated he had not received a letter yet.

Discussion about C.N.A. hosting another neighborhood wide NNO resulted in many people feeling that there is benefit in supporting smaller events throughout the neighborhood as well as hosting a larger, more inclusive event.  DyLynn suggested a picnic atop Rosemont Bluff as an alternative option…perhaps later in the summer.

S.E. Precinct is now home to the City’s K-9 Unit; they would like to bring the dogs around to introduce to neighbors at NNO events.

New board officers were elected from those who volunteered.

Robert suggested “wait and see” what is requested before we agree to funding.

Neighbors of the Center Pocket (North of Glisan, East of 6oth) are planning a NNO event with street closure.

Plans need to be made to support a neighborhood wide event.

Robert has contact info.

Approved elected officers (all in favor).  See list below.

Further discussion at Board Retreat 7/8/07

DyLynn can check-in on the status of their request at the next Outreach Committee meeting in July

Further discussion at next meeting.

IV.  Ongoing Reports

A.  Treasurer

B.  Crime/S.E. Precinct

John R. reports $3,799.03 in money market account and $693.51 in checking.  Annual neighborhood clean-up event earned $1,558.

Officer from S.E. Precinct was not able to attend.

Katherine A. suggested contacting her for information related to environmental design for crime prevention.  Fred Meyer stairs (old business) is a good example of where this can be applied.

IV.  Standing Committees

A.  South East Uplift

B.  Outreach/Connections

C.  Providence/Trans.

D.  Land Use

E.  Communications

Shirley N. invited C.N.A. board members to attend SEUL’s ice cream social for incoming N.A. boards 7-2-07.

Land Use rep at SEUL, Gary Berger is now full time.  This will be of benefit to design overlay plans for Center neighborhood.

SEUL Board has been reviewing the recently released regional Equity Atlas that reviews issues of equal access, shared benefits and burdens and involvement in our communities.

Shirley described the efforts of SEUL’s Diversity & Representation Committee which includes working with newly created oversight committee (ONI?) created to address issues that result in under-represented populations not wanting to work with N.A.’s.

DyLynn R. & Shirley N. reported the work of committee to support tenant efforts in re-establishing Resident Council at Center Commons.  Shirley has been working on a tenant survey and participation in Outreach and tenant meetings both have increased.

Discussion also included how to get more people involved in C.N.A. via outreach efforts.  Robert pointed out past efforts seem to have little results; Martha W. reminded us that Shogren House has not been a very accessible location for many people; Shirley stressed the fact that the “face” of Portland is changing and efforts to be more inclusive must be a priority in strategic planning.

Judy K. reminds us that the Providence Committee has not been meeting regularly as required by the Good Neighbor Agreement (Center/Laurelhurst/Providence).

Sean B. discussed on going concerns including the Laurelview development that passed design review & now starts permit process with Mult. County.  Scheduled to begin project Spring 2008.

Homeowner’s request to waive off-street parking at a site near 55th & Everett sparked neighbor concerns about the bike route and narrow street.

Neighbors near the Providence site at 53rd & Glisan met with Sean and Martha W. to discuss upcoming yearlong project and replacement of green-barrier between project site and their homes.

DyLynn R. reported on efforts to create a Google list-serve as more people seem to want to sign up to Google Groups vs. Yahoo (spam issues).  Past

Outreach Committee will continue to meet with and support tenant’s efforts.

Planning efforts should include efforts to be aware of and to address behaviors or meeting structures that alienate people.

Contact/ reconvene meetings via Lisa Vance at Providence (?).

Sean wrote letter opposing off-street parking waiver request.

DyLynn will continue to work on this with the help of other interested folks.

Shirley will continue working on the survey.

Judy K. and Martha W. will pursue.  Sean B. will also participate on this committee.
