Morrison provides all the staff for treatment
Were approached to provide services for adolescence males that have been identified by ICE (used to be INS), the US Dept of Health & Human Resources office of Refugee Settlements, further is DUCS. Any children no matter what age, if were unacompanied, and had no legal status, had been put in detention centers whether they created a crime or not. 6 ½ years ago, DUCS (Department of Unaccompanied Kids Services) was created because of this, to get kids treatment, and schooling, or maybe safe passage back home. 4 levels of care – foster care, shelter care (like group home), staff secure (protection from trafficking). 4th level – If adolescent males that have committed crimes, they were asked to do a secure facility for treatment. Some of these kids have families within Oregon, and don’t want to have to ship kids out of state. Goal would be to rent one of the empty pods from MC, and treat these kids. Pod is at the juvenile detention center. One location is in The Dalles.
They just wanted to let us know they are talking about it. And wanted to keep all parties informed.
Average time kids are in detention is half a month to 3.5 months
Kids age range 13 to 17.5
64 beds for juvenile detention, 50 is average, about 8 girls, one unit is just for girls.
Requesting someone from NTNA board to participate in evaluation of Morrison Center
Candace requesting a small article for next issue of neighborhood paper.
Police Report – Officer Manougtan
Crime stats sheet passed out
There was one sexual assault – no further details
3 aggravated assaults
2 burglaries
Question from Sam – public urination – we’re encouraged to call that in to the non-emergency police number
Question from Joe – drug bust at neighbor’s house, but they are still on premises. Police officer stated that the landlord decides on eviction
Bylaws Q&A – All
Changes to recommend?
What were the issues with bylaws
Review bylaws to increase diversity
If there was anything that we were doing that aren’t in the bylaws, we should add them
We only have 8 people on the board, so the minimum number of board members in the bylaws should decrease
The bylaws will be printed in the next issue of the paper
In order to change bylaws, needs to be published, and any changes need to be voted on in a general meeting, next one is on April 20th
We might need to make some immediate changes for this meeting, and then continue to review the bylaws for more changes in the future
Also need to add provision for co-chairs

IRCO could prepare something to submit to the paper
Mt. Tabor Concert Series – Roger
In July on every Tuesday, there are public concerts at the park, in the evenings starting at 6:30 p.m. Area above caldera is booth setup for organizations. Candice is suggesting a donation of $250. Candice moves that we sponsor the concert series with a $250 donation, Sam seconds it. All board members were in favor, it’s unanimous.

Neighborhood Clean Up – Candice
We can combine our clean up with Mt Tabor, it’s a win win. Each of the 2 hoods would get full funding from SEIU. Mt Tabor is willing to split the proceeds 50/50 if we do the paperwork.
Fred Meyer might not be big enough to have the event. School on 60th would have the room. At this point, location is not determined, date has not been determined either. If paperwork is not in on time, you will be barred next year. First deadline is next Friday, 2/26. Joe made motion to do joint clean up and share proceeds. Lori seconded it. Everyone was in favor.
We need to have a coordinator to spearhead this. Lori will help with this, and Kaity will help Lori.
Shirley volunteered to be the person at Fred Meyer directing people to school.
New Business
Idea of member cards for people that want to vote at general meetings to prove that they live in the neighborhood. There has been some "tea party" type infiltrators on the website recently.
