AGENDA ITEM TIME (PERSON) 1. Introductions, review agenda, approve August/September meeting minutes
Minutes reviewed; unanimous approval.
6:30-6:40pm (Beth)
2. Treasurer report
We've gotten the check from the neighborhood cleanup, meaning NTNA now has $5k in the bank.
6:40-6:45pm (John)
3. Board elections
Beth reviewed all the board officer roles. Devlyn is stepping down as comms chair. Beth is looking to move back from chairmanship if possible.
Dana and John are stepping down from the board.
Beth, Michael, Keith, Terry, Max, and Val all plan to run. Devlyn is also open to the idea.
6:45-7:05pm (All)
Terry is trying to draft his friend Joel. Joel would probably be able to serve as treasurer if he's interested.
Terry moved to reelect the existing board members as a slate. Michael seconds.
Motion passes 8-1.
Gabe voted against the board slate. "I just cannot go along with the headlong dive to upzoning this area," he said. "I'm opposed to that, and I want to see new leadership."
Kristie also voiced her opposition to growth and development in North Tabor. She thinks homes should be built instead in (for example) Clackamas County, where she works as a Realtor.
4. Standard Operating Procedures Review and discuss how NTNA can put in place a set of documents that help guide NTNA activities when there is turnover in officer roles.
Keith explained how the roles of the committee chairs and some other standard practices on the NTNA board are undefined in our bylaws, and recommends preparing a statement of policy. To that end he's put together a list of our annual commitments; of the job descriptions for our officers; and of the ways committee meetings take place.
Michael volunteered to be the cleanup coordinator for 2016.
Keith will work on drafts of these procedures. Katy will email generic versions to Keith.
7:05-7:20pm (Beth)
5. Communications Committee Discuss how to move forward with NTNA communications – webpage management, Facebook account and the North Tabor Note
Discuss how to move forward with NTNA communications – webpage management, Facebook account and the North Tabor Note
Beth summarized the committee's work of the year: most importantly creating the North Tabor Note. Next year's work will be continuing that.
Kristie may be interested in taking on Facebook page management and maybe other media duties.
Devlyn's core duties are posting some essential meetings and maintaining the email listserv. Katy volunteers to work with Devlyn to create a job description for those core duties. Kristie, Katy and Devlyn discussed meeting.
The board agreed to aim for January as the next delivery time for the Note.
7:20-7:40pm (All)
7:40-7:50pm 6. Arts Committee Review next steps and close out report for mural mandala project
(Max)
Max is not optimistic about the potential for painting the I-84 sound wall.
We agreed to let Max submit his postmortem in a week unless issues arise.
Max suggests spending the remaining $128 on red paint. Unanimous.
We agreed to rename Max as the Arts Chair rather than chair of the arts committee.
Max said he's uncomfortable doing any further beautification in the neighborhood without some sort of measures to prevent displacement.
Max is interested in recruiting someone who owns a giant wall to designate it as a public graffiti wall. This would advance his goal of decentralizing art production.
Katy suggested that Max talk to the Regional Arts and Culture Council about this vision.
Keith suggested the possibility of an event tied to the Time-Based Arts festival.
7. 2016 South East Uplift neighborhood small grants Discuss ideas for submitting another grant application for the upcoming year.
Discuss ideas for submitting another grant application for the upcoming year.
We discussed various options for this:
– Adding to the existing street mural, possibly benches or something else. – Creating a new mural. – Something to do with emergency prep. – Something along the lines of Max's vision.
New Heights Physical Therapy is looking for a volunteer to talk about our vision for a community information board. (We put $200 toward this.)
Beth said we got this year's grant by partnering with local orgs and involving groups that work with vulnerable populations.
Terry suggested a pocket walk in the next couple Saturdays. Meeting at Seven Virtues.
7:50-8:15pm (All)
8. Land Use and Transportation Committee
Terry's No. 1 accomplishment of the last year was winning the designation for the 60th MAX stop area as the North Tabor Town Center, which should gradually allow more walking infill, building infill and design control.
8:15-8:25pm (Beth)
Terry's big goal for the next year is to get a grant written for the 70s bikeway, as well as to continue overseeing the comp plan process.
Terry reviewed a couple major projects: zoning/comp plan stuff and transportation stuff.
