Notes from Lars Kasch:
Eric Engstrom of BPS ( Bureau of Planning and Sustainability) shared what BPS is doing with the issue of helping people transition from homelessness to temporary housing to hopefully, eventually permanent housing. Some of the things are:
· Establishing locations and codes for Open Shelters, tiny homes, and other forms of alternate housing
· City purchasing parking lots and converting to multiple dwelling communities
· Amending codes to provide for sanitation & water in these locations
I asked about two things:
1. What is the City doing about the messes such as NE 33rd, just south of Marine Drive. Cars, trailers, RVs parked along both sides, with garbage & refuge in large quantities. It looks like a garbage dump, literally.
REPLY: Two hurdles.
A) With COVID, they’ve been advised to not interact with these people
B) They will not force people to move unless they (City) have a place for them to legally move to.
2. Eric showed a map which all the reported homeless camps in Portland. Unbelievable number of dots on the map. So I asked if PBS has a sense of the problem in the Tri-county area. He said they’ve (Clackamas & Washington) reported the same problems, but the concentrations on homeless are higher in MultCo as MultCo provide services; I believe MultCo has the majority. I don’t recall having seen any homeless tents, let alone camps, along Hwy 26 and/or I-5, outside of MultCo.
One person, Doug, asked ” If people are taking advantage of all the City services, how far along the way are we to “Solving the crisis” (homelessness) ?. Eric said this will help, but the City is underfunded.
All the housing in the world is not the solution. The reality is that the homeless problem will never improve unless two things change.
1. Fund programs to help the vast majority of the homeless with overcoming substance abuse
2. Help them with all the mental help issues they’re suffering from
